Mr Parnell has addressed a letter to the League at Dublin, in which he urges themembers to maintain a passive attitudeof resistance to the coercive measuresproposed to bo adopted by Government, in Ireland, and moreover, to use every means to foster agrarian agitation of themasses, not only in Ireland but throughout Great Britain. Hews has been received from Beyrout, in Syria, that troubles have arisen between the Christians and Turks, and several conflicts have taken place, resulting in loss of life to both sides. ' Old Cutthroats Converted. Berlin, Feb, 15. The German Parliament was opened by the Emperor to-day, who, in his speech on the occasion, strongly affirmed the fact that a general agreement exists among the Great Powers to use every possible effort in the direction of the maintenance of European peace.
