The race whieh takes place on Monday next between Hanlon and Laycock, is generally regarded as a certainty for the former. Betting is now 3 to 1 on Hanlon.
Raising: the Wind. Constantinople, Feb, 9. The Porte has decided to raise an international loan, and levy a poll tax, to defray the cost of the last war.
