London, Jan. 25

During the past few days the police of Chelsea and Windsor have received secret, but apparently trustworthy inforamtion, that the Fenians were maturing plans for outrages on those two places. The constabulary have been increased, and other precautionary measures are being taken by the authorities.

The Boer leaders have made overtures to several prominent Zulu chiefs to join them, but none as yet have shown any symptoms of disaffection, and every precaution is being taken to prevent a rising inZuhdand. Jan. 27. Severe shocks of earthquake have again been felt at Agram, the capital of Croatia, in Austria.^ Numerous meetings are being held throughout the United States for the purpose of expressing sympathy with the Irish Land League. The meetings are attended for the most part by the Irish section of the population, and not

much importance is attacked to the movement.

It has been decided to introduce h, clause into the Irish Coercion Bill making it retrospective in its operation. This will enable the Government to arrest and imprison persons guilty of crimes committed prior to the passing of the Act.

The death is announced of Lieutenant Colonel Lyster, of the Bengal Infantry, who for distinguished service in the field during the Indian mutiny received the decoration of the Victoria Cross in 1858.
