[Reuter’s Aqency.j Parnell Denounces the Government. London. Doc. 6. A largely attended meeting, under the auspices of the Irish Land League* was held yesterday at Waterford. The most prominent agitators were present* and addressed the meeting. Mr Parnell made a speech on the occasion, and spoke bitterly against the action of the present Government, accusing it of having conspired against the rights of the people of Ireland. American Finance, Washington, Dec. 6. President Hayes has addressed a message to Congress in which he recommends that the national debt of the United States should be converted into 3 or 3 j per cent bonds, in place of those now bearing interest at from -1 to 6 per cent.

News has-been received that the Chinese Government has ordered a most formidable ironclad to be constructed at Stettin, a German port in the Baltic.
