[Reuter's Agency.j Parnell’s Views. London, Oct. 25. Mr Parnell made a speech at Galway, in which ho stated that he considered the House of Lords and Mr lorstcr, Chief Secretary for Ireland, were answerable for the murders which hare been committed. 'He further believed that the sole remedy for the state of affairs which at present existed in Ireland was local autonomy. Affairs In Greece. A semi-official journal publishes an article in which it strongly counsels Greece to act with moderation and discretion. Wind and Water. Telegrams have been received from Copenhagen, announcing that Ja severe hurricane has been experienced there, which has caused numerous shipping casualties. Trickelt and Laycock returned from their trip to the Isle of Wight, and are again in training at Putney, Athens, Oct. 23. In consequence of the opposition the Greek Ministry have met with in Parliament, they have tendered their resignation, and a new Ministry is in course of formation. The Porte on Its Good Behaviour. The German, French, and Austrian Ambassadors to the Porte arc in accordance with instructions from their Government, urging the Sultan to order lliza Pasha to surrender Dulcigno to the Montenegrins within live days. Severely Puzzled. The convention of delegates of the Powers and Turkey which has been sitting- at Cetigno since the 18th inst., have failed to come to any understanding as to details in regard to the cession of Dulcigno, and their sittings have accordingly been suspended. Disorderly Cutthroats. New York, Oct. 25. The attempt which was made by the Powers to mediate between Chili and Peru, for the purpose of terminating hostilities has proved a failure. A Reign of Thieves and Murderers. Teheran, Oct. 23. The tribes of predatory Kurds, who recently crossed the Persian frontier, pillaged numerous villages, and massacred many inhabitants, have renewed their ravages, and are continuing thendepredations. The Persian troops, under Heschmed Dowlah, are rapidly advancing against the enemy. Black Skittles. Care Town, Oct. 23. Telegrams from the seat of hostilities in Basutoland, report that, notwithstanding their recent defeat, the Basutos continue to act on the offensive. A large body of the enemy now threaten the rear of Colonel Clarke’s position at Mafesting, which place ho recently relieved with reinforcements of the Cape Pities, Cherbourg: Under Water. Paris, Oct. 23. Owing to heavy rains, the environs of the Port of Cherbourg are completely inundated, and much damage has been done to property.
