A CHANGE OF HUSBANDS-FROM CLERGYMAN TO GROOM. EXTENSIVE FIRE IN THE TUILERIES. London, Sept. 29. The Lividia yacht scare originated in Geneva. The Russian police suspected that explosive coal machines had been placed on board the Russian yacht. The Viceroy and Council of India have recommended the retention of Candahar. The British Cabinet and General Wolseley, the new Commander-in-chief of India, oppose the annexation, preferring to adopt the line at Khojah Pass. It was stated at the inquest held on the body of Viscount Mountmorris that a neighboring tenant had refused to admit the body of the deceased nobleman into his premises for fear that he and his family would be murdered. Replying to the Sultan the Emperor of Germany regrets that the necessity for carrying out the Berlin treaty precludes Germany from acting apart from the other powers. It is reported that Austria has proposed a conference to settle definitely all outstanding questions in the East. The Porte’s insolence has cemented the discordant elements among the Powers more than all the diplomacy which has taken place. Gambetta’s organ advocates a fresh concert of the Powers. A meeting of the cabinet will be held today to consider the position of affairs in the East. The murder of Viscount Mountmorris has increased the terror in Ireland. It is stated that Russia backed by Persia is intriguing with Ayoub Khan to secure the Ameership for Ayoub. Ten thousand British troops remain at Candahar ; the others are to be withdrawn. Oct. 2. The Porte seems to be yielding to the demands of the Powers. England and Russia persist in urging a demonstration at Constantinople. The Sultan is still obstinate. An official statement regarding the £2,000,000 Victorian loan shows that 873 tenders were sent in but the whole loan was allotted to 18 applicants,nearly one half of the amount going to Messrs Baring Bros. The average price was £lO4 13s Bld. There is a general advance in colonial debentures.

The “Daily News” says that the statement respecting the abandonment of Candahar by the British is premature but that the Government will adopt that course if possible. The South Afghan Mollahs are promoting another rising, encouraged by Ayoub Khan’s friends. Ayoub Khau has lately appointed Hassim Governor of Farih. Abdul Eahman, the Ameer, although supported by the British Government, is weak, and there will he nobody to rule Candahar if the British troops withdraw. General Garibaldi’s son-in-law has been sent to prison for three months for having been involved in some disorders in Genoa. The Italian Cabinet having refused to release him, Garibaldi has started for Genoa, and an attempt at rescue is feared. Mrs Newman Hall, the divorced wife of the Rev, Newman Hall has been married to one Richardson, a groom, at the Yarmouth Registry office. Oct. 4. A lire has occurred in the apartments of the Prefecture of Seine, situated in a wing of the Tuileries. The damage done is estimated at £40,000. The Porte consents to the immediate cession of Dulcigno, but asks for two or three months delay in order to settle the Greek and Armenian questions. The “ Times ” indicates that these will probably be granted. The French Government has forbidden the holding of a public meeting protesting against the naval display against Turkey.
