[Reuter’s Agency.j 23anlc of Rato. London, Sept. 4. The Bank rate of discount at Berlin has risen to-day to 51 per cent. The Bank of England rate is 2.} per cent, and the market rate is 2} per cent. British Parliamentary. In the House of Commons to-day,Mr Parnell’s motion, that the Begistratiou of Voters (Ireland) Bill, which had. been z’cjected bj l- the House of Lords 9 should bo tacked to the Appropriation Bill, came again under discussion, and, after further debate, the motion was re. jeeted. In the House of Lords, to-day, the Hares and Babbits Bill, which had been amended in the House of Commons, and the Burials Bill, which had also been amended by the Commons after receipt from the Lords, were again considered. After discussion, the amendments of the Lower House were accepted, and both Bills were finally passed. Parliament is expected to be prorogued on Tuesday next. Mr Gladstone has returned from a cruise in the Grantlcy Castle off the coast of Ireland and Scotland, and is now quite restored to health. Surrounded by Perils. St. Petersburg, Sept. 5. The Czar has arrived at Livadia from St. Petersburg. It was reported here to-day that the line of railway at Cbarkoff, in the province of the same name, has been discovered to be completely undermined.
