In the House of Commons to-day,the Marquis of Hartington, the Secretary of State for India, made a statement concerning Afghanistan and the 4meership. He said ho had been informed that it was impossible yet to cuter into any negotiations regarding Candahar and Gundamak. It has been decided by the Government that no foreign influence should be allowed at Cabul, and that no British Besident should be sent there. A Bear-Admiral of the British Navy will be appointed to command the fleet to be composed of vessels of the navies of the European Powers, which it has been decided to send as a demonstration against Turkey in favor of Montenegro.
