The wine duties are reduced and now stand at Gs per gallon up to 20 deg. proof spirits ; from 22 deg. up to ob deg. proof spirits, Id extra for each deg. in strength ; over Mb deg., 21d for each deg. Bottled wines are charged 2.s per gallon uniform.

In view of a renewal of the scene which occurred in the House last night Mr O’Donnell amended Ids ([ucstion in reference to the propriety of the acceptance of Do Lancour as ITeuch Ambassador. Immense anxiety exists to how the Government will act. O’Donnell is a Catholic, and lie alleges that Do Lancour plundered a convent, and ordered the massacre of troops at Lyons during the Commune. All parties censure O’Donnell’s policy, and the press condemns Gladstone’s haste in attempting to prevent O’Donnell’s motion for adjournment in order to attack Do Lancour, and threatening - the rights of private members, but they take it as a sign that the Premier is determined to suppress obstruction. The “Times” shows that Gladstone, at the last moment, was compelled to revise the wine tariff in order to secure the French ticaty. Juno 15. In the French Senate Firard (Minister of Commerce and Agriculture) denied that France had engaged with England in a fresh treaty, and referred to the proposal made by Gladstone as being contrary to French interests. He stated that the whole stall of the French cm-
hassy lias resigned in consequence of the appointment of De Laucour as French Ambassador in London. In the House to-night Mr Baxter referred to the superior speed of Orient Company’s steamers over the steamers of the Peninsular and Oriental. Company. Mr Halcombe delivered an address before tlie Colonial Institute, on New Zealand. There was an unusually large attendance, and Sir E. Stafford and Messrs Clifford, Broomball, and others took part in the discussion. The Sultan of Turkey has again changed his advisers, and has appointed lladri Pasha his Premier, and Abiden Pasha his Grand Vizier.
The “ Morning Post,” in an article reviewing the policy of the Service Ministry in Victoria, considers that it promises stability to the Cabinet and iiermanent benelit to the Colony.
