[By Telegraph.] (Per Rotomahana at Auckland.) [Sydney Morning Herald’s Special.] London, May 25. It is known that the Home Government will approve of a reform of the Victorian constitution, based on the proposals mentioned in Mr Service’s election speeches, and also of a similar scheme to settle the difficulty between the two branches of the legislature in N.S.W, Mr Childers, Secretary of State for the War Department, will, it is expected, resign his position on the Commission now sitting, in reference to the question of Colonial defence. The despatch of the fine arts collection for the Melbourne Exhibition is at a standstill owing to the absence of a definite reply as to the return of the Sydney collection. Sir Charles Gavan Duffy has declined all overtures to offer himself for a seat in Parliament until he has published his history.
