The Great Powers Lave come to an ■understanding, and Lave wi’itten a Ictler to Turkey in regard to the non-exe-cution of the Treaty of Berlin, so far as it relates to Greece and Montenegro. The Great powers tliroaten that a European conference will be held at Berlin in July, failing the speedy settlement of existing difficulties.
