RUSSIA AND CHINA.

The breach between Russia and China appears to be widening, and prospects of war become more certain every day. The Chinese Government, in making preparations for hostilities, has ordered forty million cartridges from the United States, and has authorised agents to engage foreigners for service in the army and navy. The Russian Government has taken steps to place an army corps of observation on the Ruldja frontier. The Russia Consul at Shanghai has issued a notification to the effect that no person will be allowed at the port of Vladivostock unless provided with a passport from their authorities, countersigned by the Russian Consul. A Russian gunboat has been up to Canton on a cruise of observation.
