The following further additional appointments to the new Ministry have been announced: —Sir William Vernon Harcourt becomes Secretary of State for the Home Department; the Duke of Argylc fills the position of Lord President of the Council. Mr G-. J. Goschen and Lord Iloseberry were offered but declined, portfolios in the new Ministry. Mr Gladstone experiences difficulty in the formation of the new Ministry owing to some prominent Radicals having claimed portfolios. April 28. Lord Kimberley has accepted office as principal Secretary of State for the Colonies; Lord John Poyntz Spencer, President of Council; Duke of Argyle, Privy Seal; Earl Ripon, Viceroy of India; Sir C. Wentworth Dilke, Foreign Undcr-Sccretary ; G. J. Shaw Lcfevre, Secretary to the Admiralty; Right Hon. W. P. Adam, Public Works. Sir H, E. Chamberlain enters the Cabinet. The latest from Afghanistan. Calcutta, April 27. Latest news from Afghanistan, announces further fighting at Ghuznee. The hostile tribes were again resuming a threatening aspect, and General Stewart consequently attacked and dislodged them from the heights surround ing Ghuznee. The enemy have retreated to the mountainous country beyond the city. Intelligence has been received of the resumption of hostilities at Cabul. The Afghans attacked Generals Jenkins and McPherson at Charasiab, but after heavy lighting, were repulsed with severe loss. The British loss during the action was trifling. Arrest of a Nihilist. St, Petersburg, April 27. It is reported that the author of tlio Winter Palace explosion has been arrested.
