The Gladstone Cabinet. London, April 26. Mr Gladstone is engaged in the formation of the new Ministry, and has already filled. the following offices : Secretary of State for Foreign Affairs, Earl Granville ; Secretary of State for India, the Marquis of Hartington ; First Lord of the Admiralty, Earl Northbrook; Secretary of State for War, Mr H. Childers ; Chief Secretary for Ireland, Mr W. E. Foster. Mr Gladston c, as previously telegraphed, will hold office as First Lord of the Treasury and Chancellor of the Exchequer. The remaining portfolios in the new Ministry have not been filled, but it is expected that Earl Kimberley will accept the Secretaryship of State for the Colonics. An American Difficulty. The diplomatic correspondence between Lord Salisbury and Mr Evarts, the United States Secretary of State, regarding the Fortune Bay outrage lias been published. The papers show that Lord Salisbury refused to compensate American fishermen, and the dispute therefore remains unsettled. Tribal Disturbances. Constantinople, April 26. News, has. been received of hostilities between, Montenegrins and Albanians. The former were proceeding to avail themselves of their territorial rights under the Treaty of Berlin, when the Albanians occupied the country before they arrived. Shots were exchanged between, the . contending parties, but the Montenegrins eventually retired.
