[Reuter’s Agexcy.j Decorating- the Departed. Loxuux, April 20. —The Right Hon. Richard Cross, late Secretary of State for the Home Department, lias been decorated with the Grand Cross of the Rath. Foreign Policy of France. Paris, April 20. —M. Freyeinct, President of the Council of Ministers, has issued a circular indicating their foreign policy. The Ministry are uiulesirous of changing their policy, but will hasten the strict execution of the Treaty of Rcrlin, and the peaceful settlement of all difliculties.
