[liKUTKii’.s Agency.] The Xiiberal Policy. London, March 26. —The Marquis of Hartington made a speech at a Liberal meeting to-day, in which lie reiterated the policy set forth in his recent manifesto. He further said that if returned he would endeavor to establish European concert, and would be prepared to use coercive measures towards Turkey, in order that she should introduce internal reforms. Under Marching: Orders. It is announced that Prince Leopold will shortly leave England on a tour through Canada and the United Ketired from a Good Billet. The Duke of Richmond and Gordon, Lord President of the Privy Conned has resigned that position in the Ministry. Illness of Gladstone. The Eight Hon. W. E. Gladstone is severely indisposed. His illness is caused by over work in attending electioneering. Afghan movements. Authentic intelligence has been received with reference to the movements of the Afghan pretender, Abdul Bahman, who recently crossed the river Onus from Bussian territory, and was believed to be arming at Balkh and Badakshau. Abdul Bah man has now joined the Turcoman forces under Mahomed Ali, near Akocha, IT miles from Balkh, and presumably intends to descend upon Cabul should an opportunity olfcr. The strength of his forces is not known. It is believed General Boberts is watching his progress, and it is expected that the British troops will secure the town of Charikar, on the road to Balkh, in order to oppose Abdul Bahman should he advance. Bady Tx'avellers. The Empress Eugenic, together with suite, sailed to-day for the Cape. Her Majesty the Queen left for the Continent to-day.
