[Heuxer’s Agency.] Relief from the Proper Quarter. London, Feb. 13.—The Irish Distress Belief Bill promised in her Majesty’s speech lias passed its second reading. Maladministration Justified, Mr H. O’Donnell, the member for Dungarvan, in the House of Commons, moved an amendment on tlie Address, conveying censure on the Government regarding Irish affairs, but it was defeated by a majority of 128 against 12. Bad for the Banks. T 1 ie House of Commons, after a short debate, refused for the second time to agree to the introduction of a Bill to perpetuate the Boyal Charter, to Banks. The British Blections. Mr Clarke, the Conservative candidate, lias been elected for Southwark in room of Mr Look, the deceased member, defeating Mr Dunn, the Liberal candidate, and Mr Shiptmi, the Badieal candidate. Lord Lymington, a Liberal candidate, was elected for Barnstaple, defeating Mr Baveden, An Apology for Queensland. Sir M. Hicks-Beaeh, replying to Mr McArthur, in the House of Commons, said that Queensland’s management of the Torres Strait’s islands had been faultless. He also intimated that the Government had not at present any intention of extending British jurisdiction to New Guinea. Obituary—Sir Win. Bagge, member for Norfolk. Monetary. The Loudon Chartered Bank pay 1 cent dividend for the half-year. Five per cent New Zealand 10-10 loan, 1021 to 103|. Speech justifies the increase- made in the German army, on the '’ground that the armament going on amongst their neighbors rendered that course necessary, but the Speech also pointed out that the course of action being pursued implied no departure from the pacific policy which had been laid down for the guidance of the German Empire.
