[Eeuxer’s Agency.] Cape News. London, Feb. 11. The latest intelligence from the Cape of Good Hope states that the House of Assembly has been prorogued. The Colonial Secretary has announced that it is the intention of the Government to introduce a series of resolutions with a view to the confederation of the whole of the South African colonies. The War-Cloud Gathering. Feb. 12. —Persia proposes that a commission should be appointed to define the north eastern boundary of her territory. In the meantime, however, she states that it is her intention to occupy the Afghanistan province of Sustan, and eventually Herat also. It is generally believed that Great Britain has assented to this arrangement. The “ Journal He St. Petersburg,” contradicts the statement that Persia has been released from the treaty obligation not to occupy Herat, and declares iu positive terms that if Persia rejects the friendship of liussia for that of England she docs so at her peril. A statement obtains currency that Eussia has further increased and strengthened her fleet in the Pacific Ocean. Bull-dogs Afloat. The flying squadron leaves England in April or May, and will probably visit Australia. Earl Ciau-William commands it. It includes the Bacchante but it is uncertain if the Princes accompany it. The Chimborazo, after her repairs, sails on Monday.
