[Eeutek’s Agency.] The Irish Relief Fund. New York, Jan 26.—Parnell, the Irish Agitator, made a violent speech to-day in which he denounced the formation of Irish relief funds, because they would not afford aid to rent defaulters. The latter he said, claimed a separate nationality, and the landlords must therefore give way. The Death of Feudalism. London, Jan 26.—The British Government intends introducing a Bill similar to those dealing with cases of intestacy. The laws of succession to real property are to be the same a? of personal property. It will also give life tenants the powers of full owners in selling and leasing, Afghan Affairs. With reference to the speech of the First Lord of the Admiralty at Sutton last week, it now transpires that it is proposed that the British troops in Afghanistan shall retire from Cabul to Jelalabad, and that the appointment of a British Envoy at Cabul will probably be waived. Public belief in the rumor recently circulated that a frontier province would bo formed between the Khybcr and the Curran is strengthened since the above facts have transpired. Ayoub Ivhanis advancing to Ghuznce, Bombay troops replace the Bengal ones at Candahar. The Bengal troops return home via Ghuznee and Cabul. Russia and Germany. The German Army Bill created a profound sensation in llussia. Prince Bismarck and the National Liberals have become reconciled. The Sick Rian. England, Austria, and France have complained to the Porte of the continued non-fulfilment of the Berlin Treaty. The Montenegrin, Grecian and Turk ish papers are violently attacking England in connection with the late Mollah incident. Failure of Crops in Russia. St. Peteks«ukg, Jan. 26. —There is a serious deficiency in the Ilussian wheat crops, and the export of corn lias so largely decreased that the expediency of importation of American grain is being discussed.
