The Porte has sent a circular to the European Powers, in reference to Lord Salisbury’s depatch, agreeting to conceed all the British demands .- The Government purpose expending several millions on public works in Ireland. It is stated to be untrue that the departure of the fleet for Yolo has been stopped. Sept. 7. It is rumored that negotatioas have heeri opened between the British arid Russian Governments, with a view to the settlement of the Anglo-Russian relections in Central Asia, and for arranging the limits of their respective influences. Rumors arc current, but unconfirmed, of the imminent dissolution of Parliament. The wages of the Cleveland surfacemen have been raised 10 per cent.
