London, Oct. 30. News from Afghanistan states that General Eoberts, by the instructions of the Viceroy has issued a proclamation announcing that Afghanistan has been permanently placed under the administration of the British, who will occupy the principal cities and strongholds. General Eoberts will act temporarily as Military and Civil Commissioner of Afghanistan and will be supported at Cabul by a large body of troops. Several Indian regiments will reinforce Cabul, Candahar, and Jcllalabad. The announcement has created a profound impression on the continent of Europe and India. The step is generally approved of. General Eoberts discovered that the massacre at the Embassy was inspired by powerful advisers, but the Ameer, Yokoob Khan, was not implicated. General Eoberts arraigns the Ameer and his Ministers before a Military Court for complicity in the massacre. Quebec, Oct. 30.
The Ministry have have resigned in consequence of the Govesnor refusing to grant a dissolution.
Madbid, Oct. 30. Iron and silver mines in Almena have been flooded, and a quantity of ore lost. An extraordinary water-spout hurst over Malaga, damaging several towns. St. Petersburg, Oct. 31Two Russian cruisers have sailed for the Pacific. Naples, Oct. 31. Vesuvius is agitated and the eruption is increasing.
