General Roberts has issued a proclamation announcing the abdiction of Yakoob Khan, and stating that the outrage on the Residency compelled the occupation of Cabul and other parts of Afghanistan, pending the settlement of affairs. A permanent government will be established, after consultation with Sirdar chiefs.
