Library loan charges

• I would like to reply to the letter by Chris Ryan ( Ruapehu Press, 14 May 1997) giving the reasons for the introduction of a $5.00 charge on interloans. First, where are the results of a cost benefit study or needs analysis? Since when is a charge introduced for a public service without this work being done in advance? How was the decision to increase the libraries book fund budget by $9000 in the 1997/98 financial year arrived at? Was this figure just pulled out of a hat? I would also be interested to know how increasing the book fund budget will reduce the need for specialised interloan material?
