In their foreword to the 1997/98 Draft Annual Plan, Ruapehu District Council's may or Weston Kirton and acting CEO Chris Ryan state that a major consideration in the development of the plan was the decision taken by councillors in the 1996/97 planning year to deficit-fund the plan budget by some $472,000. That decision in effect meant that with rates set at the 1995/96 level, the council had tofund the cost of delivery of services from its own general reserves. Since that decision there have been a number of other factors which have contributed to the drawing up of the 1997/98 plan. Another concern which the council had to address in setting rates was the fact that, unlike the 1 993 property valuations which sharply imparted on rural land values in the northern wards of the district, last year's has produced a situation where 62% of the district- wide increase in land values falls on the two southern wards. The effect of the revision of land values by Valuation New Zealand in their 1996 determination has been that the total value of change has decreased by 14.26% in the northern wards (Taumarunui, National Park, Ohura) and increased by 33.1 1% in the southern wards (Waimarino 31.16% and Waiouru 57.53%). This has had, according to acting CEO Chris Ryan, a dramatic effect on the amount of land-value-based rates payable by some, but not all, ratepayers in the Waimarino and Waiouru wards.
