Council tenders limit raised

The dollar limit on tenders that can be decided by the Ruapehu District Council chief executive officer was raised from $10,000 to $20,000 by the council at their November meeting. Tenders in the range above $20,000 are decided by a three-person tenders group. "Experience over the last 27 months has shown that the value limit of $10,000 is too low. It forces procurement issues for what are relatively small items of expenditure into a process which is time consuming and by its nature bureaucratic in that it involves reports, agendas, meetings and minutes to be prepared and carried out," deputy chief executive Chris Ryan told the council. He said the cost of the tenders group in those instances was "out of proportion to the value of policy control, stewardship and risk mitigation".
