Horse agenda
• The hidden agenda behind the Kaimanawa Wild Horse plan is as follows; the Department of Conservation plans to first shoot two thirds of the herd and then hand over the few remaining wild horses to the (benevolent) care of the Army means simply total extermination. The Army's land management policy clearly states that they do not want any horses to remain on Army land. I personally believe the Minister is well aware of this fact, which explains why DoC are copping out and getting the Army to finish what they started but were too cowardly to carry out in an election year.
