Ruapehu rates up eight per cent

The total rate revenue required to fund the Ruapehu District Council's 1996/97 Draft Annual Plan amounts to $9,637,088, an increase of eight per cent, or $710,227, over the 1995/96 rate strike. This increase of 8% is partly due to the very large revenue requirement to fund the Whakapapa/ Iwikau sewerage scheme which is calculated to cost $342,000 in 1997 and without which the increase in rates would amount to $368,227 or 3.96% over the whole district. The sewage scheme will be funded by ratepayers who are to benefit from the scheme. District General Rate and Uniform Annual General Rate The Uniform Annual General Charge (UAGC) has been maintained at $280 and will produce $2,046,520. The total rate revenue produced by way of the General Rate is $2,465,000. This reduction in

General Rate is due to Landfill Maintenance being levied as a separate Uniform Annual Charge. Roading Rates The amount required for roading purposes has increased by $4,062 or 0.14% from $2,874,413 to $2,878,875. The roading rate has been applied as follows: Roading North ($1,989.00); Roading South ($889,800). Separate Ward Rates These separate W ard Rates were first i ntroduced during 1994/95 and are levied to fund capital improvements of a minor or local nature such as parks and reserves, sports grounds, swimming pools, public toilets and local roads not forming part of the District roading network. There will be an overall reduction in the total W ard Rate revenue of 1 3 .25% or $79 ,875 over that levied for the 1995/96 year. All Ward Rates within the District (with the exception of National Park) show a reduction of

between 1.62% and 47.83% and are made up as follows: Ohura $41,625, a reduction of $38,250 (47.83%); Taumarunui $139,500, a reduction of $2,250 (L62%); National Park $78,750, an increase of $15,750 (25,5%); Waimarino $225,000, a reduction of $48,375 (18.23%); Waiouru $25,875, a reduction of $6,750 (20.68%). Examples given of the impact on ratepayers were: for an Ohakune urban property with a land value of $14,000, total rates would rise by $47.50, or 5 .73 per cent. While the general rate component of this is down by $5.21 and the ward rate down by $6.34, the refuse rate is up by $6.00 and the new landfill maintenance rate adds $53.00. An Ohakune rural property with a land value of $180,000 would see a rate reduction of $94.60 down to $2226.60. A Raetihi urban property with a land value of $8000 would be rated an extra $75.44 (up 1 1%), mainly due to the extra dump and rubbish rates.

A Raetihi rural property with a land value of $105,000 would be rated $33.11 less, down to $1437.60. A Waiouru urban property with a land value of $14,500 would pay $15.39 less, down 2%, while a rural property worth $590,000 would pay $666.70 less, down 8.7%. A National Park urban property worth $12,000 in land value will be rated $143.22 more, up 14.7%, while a $345,000 rural property would be rated $48.16 more (now $3770.93). A typical Owhango property ($ 1 0,000LV) would be rated $52.76 more and a rural property ($365,000LV) would be rated $648.20 more). A typical Taumarunui property ($10,800LV) would be rated $54.76 more and a rural property ($220,000LV) would be rated $33.90 less). A typical Ohura property ($1000LV) would be rated $102.35 more and a rural property ($205,000LV) would be rated $80.05 less).
