When councillors were considering the increased expenditures on cemeteries and libraries being allowed for in the Ruapehu District Council Draft Annual Plan for 1 994/ 95 it was noted that both had increased by a similar amount: $4000 (from $84,000 to $88,000) in the case of cemeteries and $3000 (from $237,000 to $240,000) in the case of libraries. Chief Executive Cliff Houston was at pains to point out that while the increases were of similar proportion between the two there was no relationship between them. "We are catering for a different type of client", he said. Cr Bob Peck (who has always been against library user charges) replied: "Not when they see the proposed library increases... they could be the same!"
