Regional rates up overall, but down for Ruapehu

While the general rate for the Manawatu- Wanganui Regional Council is to rise by 2.5 per cent, Ruapehu District ratepayers would see a drop in their Regional Council rate under the proposed Regional Annual Plan. Changes in the relative valuations between districts will lead to an overall reduction in the general rate collected from Palmerston North City, Ruapehu District and Wanganui District and small increases fromHorowhenua, Manawatu, Rangitikei, Tararua Districts and those parts of Stratford, Taupo and Waitomo Districts in this region. At the Council meeting the General Manager, Reg Barrett, recommended some new projects which are included in the draft 1994/95 Annual Plan. Additional Funding is sought by the General Manager for increased possum control work in Tb buffer zones ($150,000) and an agricultural chemicals collection programme ($100,000). Council Chairman Don Linklater said the additional services could notbe funded without the small general rate rise.

'The Council has held costs with no increase for the last four years. The general rate has actually decreased steadily in terms of equalised capital value over the last four years. In 1990/91 it was $88.94 per $1 00,000 of equalised capital value and is now $69.49 for 1994/95. A 2.5 per cent increase in general rate income is sought to ensure these programmes proceed". "Bovine Tb possum control programmes will increase to an estimateD $4,095,787 giving coverage of 399,000 hectares. This is consistent with Council policies and objectives to prevent the spread of Tb vector possums from endemic areas within or outside the Region to nonendemic areas" said Mr Barrett. The collection of hazardous agricultural chemicals is provided for in the plan. The draft Annual Plan will be available for public submissions on 28 March 1994. Submissions on the document will close on 6 May and the Annual Plan (with appropriate amendments) will be adopted by Council on 14 June 1994,
