Camp grounds to be licensed

None of Ruapehu' s five developed camp grounds are licensed at present, but the Ruapehu District Council intends to rectify that by the end of 1994. The council was presented with a report at their last meeting by environmental health officer Sunny Feng, who suggested a licence fee of $142.50 plus GST be set for registration and inspection of camp grounds. He said at least one inspection per year would be necessary, and that there was a wide range of health and safety-related aspects that would be checked, in-

cluding water quality. The council was required toregister all camping grounds under the Health (Registration of Premises) Regulations 1966. The Health (Camping Grounds) Regulations 1985 required that all camping grounds be designed and maintained to a satisfactory standard, he stated in the report. Councillors asked if all other camp grounds, including Department of Conservation sites in the Tongariro National Park and on the Whanganui River, fell under the legislation and needed to be inspected and registered.

Mr Feng said all camp grounds needed to be checked. Chief executive Cliff Houston said the council would need to examine each one to see if they were required to be licensed. Cr Stuart Shaw said there were countless numbers of sites, such as those used infrequently by tramping clubs. He asked how far the legislation went in covering camping grounds, and suggested that the registration and inspection process should be based on complaints from users. Mr Houston said practically, they couldn't check

every camp ground. "We' ve got to take a practical view while following the requirements of the law. We can't opt out of the legislation." He said the council does have control over DoC camping grounds. Cr Bob Peck said it was a positive move, that campers would in general rather stay in camp grounds that were checked and licensed. Mayor Garrick Workman said the issue was important from a tourism point of view.
