While the town has waited a long time for its treatment scheme, Mayor Garrick Workman argues that it may have been for the ultimate benefit of the town. He said at the plant's official opening that the council has been able to take advantage of the considerable technological advances in UV and filtration systems since 1986. Despite the council losing out on a health department subsidy, he said with the competitive tendering climate of the present day, the council probably saved as much as the subsidy would have been worth then.
