Second try at passing Ruapehu by laws
The Ruapehu District Council had another crack at passing its set of by-laws last week, after having to go back to the drawing board because some of the fire bylaws were obsolete. The council had earlier approved the bylaws but the Minister of Local Government did not approve them because one of the fire bylaws had been superseded during the review process. The only point for discussion on the replacement set of bylaws referred to the movement of stock. The council decided to remove the clause which only allowed stock movement on state highways when "the stock are being moved from one paddock to another owned by the same person and there is no other suitable route available". The council decided this rule was too restrictive. It did not allow for cases where, for example, a farmer was borrowing a neighbour's paddock or woolshed. There was some discussion on the movement on stock in towns, which is not allowed except on stock routes. Some councillors felt this would rule out people using stock to keep empty sections tidy. "There are probably 50-60 sections in Ohakune where stock are used to keep sections down," said Cr Bill Peach. "People are not going to get a stock truck in to shift two cattle beasts." "I haven't detected a lot of stock movements in Raetihi," said mayor Garrick Workman.
