NOTICE OF INTENTION TO MAKE AND LEVY RATES FOR 1991/92 FINANCIAL YEAR Notice is given pursuant to the requirements of Section 110 of the Rating Powers Act 1988 and amendments, that the Ruapehu District Council intends at a special meeting to be held in the Councsi Chambers, Huia Street, Taumarunui on Friday 9 August 1991 commencing at 9.00am to make and levy the following rates and charges for the year commencing on July 1, 1991, and concluding on June 30, 1992. The rates, unless otherwise specified, will be levied upon the land value of all rateable property appearing in the Valuation Roll for the time being in force. Unless otherwise stated "that Act" means the Rating Powers Act 1938 and amendments. Purpose and Details of Rates and Chargvjs Revenue required from Rates and Charges in $000 1.0 GENERAL RATE (Section 12 of the Act) The General Rate is levied for the purpose of meeting all expenses with the exemption of user charges such as water supply, sewerage disposal, refuse collection (but not refuse disposal facilities and part of the roading network) and significant stormwater drainage schemes. 1.1 A General Rate of zero point five three five eight (0.5358) $1,608.2 cents in the dollar on the land value of all rateable property as appearing in the Valuation Roll for the time being in force for the Ruapehu District Council district. 2.0 UNIFORM ANNUAL GENERAL CHARGE (Section 19 of the Act) The Uniform Annual General Charge is levied for the purpose of meeting Council's basic infrastructural costs. 2.1 A Uniform Annual General Charge of $275 on every $2,048.8 separately rateable property within the District. 3.0 SEPARATE RATES (Section 16 of the Act) Different Separate Rates are levied to partially fund the cost of roading in the Southern Area (Waimarino and Waiouru Wards) and the Northern Area (Ohura National Park and Taumarunui Wards). The use of different Separate Rates for each area reflects the difference in roading standards and costs and the difference in valuation of the land. A further Separate Rate is levied to cover part of Council's costs in the promotion of the district, including support to local promotional and developmental organisations. 3.1 A Separate Roading South Rate of zero point five three four $653.1 two (0.5342) cents in the dollar on the land value of all rateable property contained within the Waimarino and Waiouru Wards. 3.2 A Separate Roading North Rate of zero point eight three $1,484.0 four two (0.8342) cents in the dollar on the land value of all rateable property contained within the Ohura, Taumarunui and National Park Wards. 3.3 A District Promotion Rate of zero point five zero four five $55.6 (0.5045) cents in the dollar on the land value of all rateable property zoned or used for commerical or industrial purposes as defined in the Council's operative district schemes. (With the exception of land so zoned which is used principally for residential purposes as an existing use under those schemes.) 4.0 DISTRICT WATER SUPPLY CHARGES Water Supply charges are levied for the purpose of funding the cost of treatment, storage and distribution of potable water, to meet the demands of the District's consumers connected to a water supply system. 4.1 Water Supply Charge - Ordinary (Sections 20 and 24 of the Act) A Separate Uniform Annual Charge, for the ordinary supply of water, on every separately rateable property, or every separately used or inhabited portion of a separately rateable property, that is connected to, or which in the opinion of the Council is capable of being effectively connected to the following Council water supply systems. Ohura Water Supply $195.00 $49.5 Taumarunui Water Supply $225.00 $560.9 ★Owhango Water Supply $165.00 $11.3 National Park Water Supply $190.00 $40.9 Raetihi Water Supply $55.00 $35.1 Ohakune Water Supply $75.00 $92.6 Waiouru Water Supply $100.00 ★ Owhango Water Supply - NOTE: This charge services a loan raised to fund that part of the capital costs of the scheme not funded by way of lump sum contributions at time of construction and is payable in respect of properties in the Owhango Township for which no such lump sum contribution was paid. 4.2 Water Supply Charge - Extraordinary (Section 26 of the Act) A Water Supply Charge in respect of the extraordinary supply of water to properties connected to the following Council water supply systems: Ohura Water Supply $1500.00 $3.0 National Park Water Supply $415.00 $9.1 4.3 Water Supply Charge - Metered Supply (Section 26 of the Act) A Water Supply Charge in respect of the supply of water where such is measured or controlled by meter. Such charge to be calculated on the number of cubic metres of water supplied to those properties connected by meter to the following Council water supply systems: Taumarunui 0.70 dollars per cubic metre with a minimum $175.4 charge of $56.25 per quarter. Ohakune 0.30 dollars per cubic metre with a minimum $24.3 charge of $18.75 per quarter. Waiouru 0.50 dollars per cubic metres with a minimum $20.6 charge of $25.00 per quarter.

4.4 Water Supply Charge - Water Meter Rental (Section 27 of the Act) Where a water meter is installed by Council to record and measure any supply of water, the rental shall be: 50mm Water Meters - $57.00, 51mm and more $166.00. Such rental to be combined with the charge made for the supply of water by way of meter. Taumarunui Water-meter Rental $14.2 Ohakune Water-meter Rental $0.6 Waiouru Water-meter Rental $0.6 4.5 Water Billing Cycle The charge made for water supplied by meter shall be levied separately, from the other rates and charges made by Council under the Act. The charge shall become due and payable quarterly namely on the 1si day of July, 1st day of October, 1st day of January and the 1st day of April in each year. 5.0 DISTRICT REFUSE COLLECTION AND DISPOSAL CHARGES (Section 24 of the Act) The Refuse Collection charges are levied for the purpose of providing refuse collection service. 5.1 A separate Uniform Annual Charge, for the collection and disposal of refuse in respect of ea^h separately used or inhabited portion of a property or buiiding, for which council is prepared to provide the service within the following areas: Ohura $50.00 $8.4 Taumarunui $55.00 $136.6 National Park $45.00 $8.4 Raetihi $60.00 $31.1 Ohakune $50.00 $50.2 6.0 DISTRICT SEWERAGE CHARGES Sewerage Rates and charges are levied for the purpose of providing for the efficient collection and, in compliance with Public Health and Water Right requirements, disposal of sewerage by way of reticulation networks and sewerage treatment plants. Sewerage Charge - Uniform (Section 20 of the Act) 6.1 A Separate Uniform Annual Charge on every separately rateable property which is connected to, or which in the opinion of Council is capable of being effectively connected to the following reticulated sewerage disposal systems. Taumarunui $200.00 $401.6 Pipiriki $72.00 $2.9 Raetihi $135.00 $66.8 Ohakune $15.00 $12.5 Rangataua - Operations $85.00 $11.6 ★Rangataua - Debt Servicing $265.00 $21.0 Waiouru $120.00 $9.5 ★ Rangataua - Debt Servicing - NOTE: This charge services a loan raised to fund that part of the capital costs of the scheme not funded by way of lump sum contributions and is payable in respect of properties in the Rangataua Township for which no such lump sum contribution was paid. 6.2 Sewerage Rate (Section 16 of the Act) A Separate Sewerage Rate of two point three four one $90.6 zero (2.3410) cents in the dollar on the land value on every separately rateable property situated within the National Park Township and which in the opinion of Council is capable of being effectively connected to the National Park reticulated sewerage disposal system. 6.3 Sewerage - Pan Charge (Section 30 of the Act) A Sewerage Charge as per the scale of charges scheduled below, such Sewerage Charge to be calculated on the basis of the number of additional water closets or urinals connected, either directly or through a private drain to Council's sewerage reticulation system within the following areas. The Group 1 Sewerage Charge to be levied in respect of each additional water closet or urinal. This scale of charge to apply in respect of the second and each additional water closet or urinal up to a maximum of five in total. The Group 2 Sewerage Charge to be levied in respect of the sixth to the twentieth water closet or urinal. The Group 3 Sewerage Charge to be levied in respect of the twentyfirst and every additional water closet or urinal.
