Also, council loan raising procedures are to be amended so that only ratepayers can demand and vote on polls concerning raising loans, with all voters currently enjoying such rights. More rigorous public notification requirements of council meetings are also in the wind, with the Local
Government Official Information and Meetings Act. Resolutions passed at meetings will be of no effect if the meeting was not properly notified. So, if an item is not on an agenda it can only be dealt with if the meeting decides to do so by resolution and it is explained to the public at the time why it is not on the agenda and why it can't be delayed until a subsequent meeting. This will lead to a much more structured meeting system for both the council and community boards, said Mr Houston.
