Council company study stalled
Studies into forming a council-owned trading enterprise that would bid for council work on the open market has been put on hold until November. The council decided at their meeting on Friday to put the study unit on hold, pending the out-
come of the general election. National has promised to overturn the compulsion to form Local Authority Trading Enterprises, while the legislation in place says they must be up and running by 1 July 1991. Mayor Workman told
the council that few other authorities were moving quickly on the issue, but he said if they stall and there is no change in government or a National Government doesn't change the legislation they would be on the back foot in setting up the company. District General Manager Cliff Houston said the difficulty was the National policy was unspecific, there was no guarantee National would win the election and if they did would they change it overnight or would it take low priority. He said the disadvantage of stalling was there would be no lead up to the company formation if it turned out they had to proceed.
