The Spectator directs attention to the late Judge (Tom) Hughes' proposal that every portion of the Empire should have been free to propose whatever tariff was needed for its revenue, with an agreed discount, say, of 10 per cent, on all goods manufactured and produced Avithin the Empire. Lord Balfour of Burleigh and Mr Elliot are Cobdenite seceders.

St. James' Gazette authoritatively declares that Mr Chamberlain discountenances the formation of a party hostile to Mr Balfour, though he is prepared to seek a mandate for a preferential tariff, believing that without it there Avill be a serious decline in colonial trade. He considers it in .possible to submit a cut-and-dried scheme Avithout negotiating with the colonies and foreign countries. Probably to place a two shillings duty on corn, 5 per cent, on meat and dairy produce and partly manufactured goods, and an .average of 10 per cent, on Avholly manufactured goods Avould suffice. The taxes on tea and sugar Avould be taken off. The colonies have already, it is pointed out, announced that they are afforded a small preference, and Germany, France, and other protectionist countries have already assured Britain that they are ready to negotiate if duties are imposed. If the country sanctions the scheme it is hinted that preference will be conceded to Australian meats and wines.
