FAIR RENT BILL.
The Hon, Mr. Duncan has given \ notice of a Fair Rent' Bill, in which "fair rent" is defined to mean? —(1) In the oase of agricultural or pastoral land, such a rent as a tenant, using t or cultivating in a. husbandiike man- _ ncr, can fairly be expected to produce < over and above—(a) The necessary ] co^st of cultivation and production; and . also (b) Reasonable interest on necess- j ary capital invested in stock and 1 working plant 5 and also (c) Tho reas-1 onable maintenance of himself and - family, or of such of them as are liv- 1 ing and being maintained on theland. (2) In the case of town, suburban, j oj* village land, such a rent as a ten- 1 ant can fairly be expected to pay, 1 having regard to site, and buildings,' fand business advantages if let for \ business purposes for which it is best ■ 'adapted, and its site, buildings, and tesidential advantages if let for pur.oses of residence. "La_.d" means, and of every description, and includes Urown lands, and public lan is, and Jative lands, The last clause show Ts he measure is to apply to all land , iwners—even the Crown and Native ' iwners'are not excepted. Districts are te be proclaimed, and Boards set up, 1 whose duty it shall be to hear and de- , 'termine all applicants duly made to it to fix a fair rent of any land siuate in the district, and held under a written instrument of lease for a number of \ years. Appliactions .may be made by' either landlord or tenant, but only I after the applicant has satisfied the ■ Board that he applied to the other. ! party to -lie lease to fix a fair rent and ' [without success. In determining the question of what is a fair rent the Board shall take into consideration the quality and situation of the land, its access to markets, the present and probable future cost of production and price of produce, the state of trade and price of commodities, and generally all such considerations as the Board deems equitable. **
