RODNEY COUNTY COUNCIL. Special meutixg. A special meeting o^ the above took place at the Council Chambers WaTkworth Saturday, May. 11. Present.— Nathar%l Wilson, Esq. (Cliairiuau),Cpuncilloi<B, Snoll, 1 Brown, Dudding, .|B^r*oft Bijfcton, Scholium, j Thomsoij. aiid-^iannrj^ |^^^^P^^R>Fpire\aous meetrn^\TO^| re^^alM confirmed. The Chairman said the first business ' before the Council, Avas the taking into consideration the question of licensing ■ vehicles. ' Cr. Scholium, said he .was opposed to $he taxing of settlers carts, but would have no objection tojjputting a license on all vehicles plying for hire. Cr. Becroft rose to a point of order, as he thought the principle and not the detail of the question, should first be ta- . ken into consideration.
Cr. TliomsOn said he liftd beeii think-^ ing- the. matter wellpver, and had come to the conclusion that this tax avouM not be a desirable one owing" mainly to the cost of collection. lHe also tiiought it an irritating and inquisitorial tax to impose, lie was more than ever disposed! to f aA'our the Charitable Aid rate, and AvUlild niove a resolution to substitute ■''hat mie for the vehicle tax proposition. ■ Tiu Chairman thought it would be un- | Svise to move any f Urthey resolution Avtth■out further discussion upon that jn question f Ho AA'as not of Councillor Thomson's opinion, that it would hd aii inquisitorialtax. But, to put the matter
.plainly; the f ratepayers had sent them here to make roadSj and roads they ! wanted,- and jiersisted in*1' demaiidingi and, lie would like io ask, if tlio ratepayers themselves did not help td pro-i vide th<? money to make these roadsj Atliere, Atas it to t'onie' from ? AYe itre expected io'do our duty'^andif \x& tire going ta dd so, Are must, collect every
rate Avithiiz our resources; pai'ticiiarlyi if Ave'dosire consideration from tlie Government. He also thought, the moro initoliyent of the settlers Averonow wnkjiiig- up to the-fa (it, that mud meant stag--' jiiattm, and stngnation nioant reduction^ I in. jiroperty values. i Cr. Thomson said that if we were igoing to impvovf.1- the conditions of our jroads permanently, wo imist go in for |n; more eoiopi-eheit.<ive selieme, and lie for one, Avould approve of borroAVing, believing this coiivso to bo the clicapest and best in the; end.
Cr. 3bidding; said, at- a meeting- ofj ratepayors held at AVLarehine, the feeling- Avas ununimously in favour of having- more revenue -.aised, but they took exception to the vehicle tax, as ■they looked upon it as an irritating [one. *"
Cr. Bueton said, with the exception of the one item, ;'dray ior farm pur-
posos' J he I'avourecl tlio. tax. . Letters vrcr@" read from, Town Clerk, Auckland, re rates charged there, also fiom Messrs H.. Shepherd,' Te Arai, T. VV. Knaggs, Omaha, and W. 13. rarrand, Port Albort, dealing with the matter.
i Or, Becvoft; thought that the trouble 'taken at tho, last Council meeting- -will (To a deal oti good, giving tlio ratepayers somo idea, of what; tho Council lias to contend with. In connection with the tax itself, ho thought the rovoiiue to Ijo ottaiDod, over-estimated, but did not think it inxjxasitorial any more than the dog. tax.
The meetings held throughout the county hare given generally expressed opinions and criticisms, some of which were-Very just, and,if the majority of . ratepayers wf re" (as.se&]|^&), more ; iVMmrable to'tlie Charitable Aid rate, Jtc '-vould-give over his prejudice for a poor rato and favour it, especially, if there is more revenue 4o vbe obtained, from this source.:-? '-■?-?:# Or. Broyn said] the; ratepayers in his Hiding 'were more in favour of the Charitable Aid rate. He thought that those owners of vehicles plying for hire should pay ; a licensed ?* # Cr. Shannon said that it was money we wanted, and without^ifr we^coulcT not have roads. For his part he sup ported the Charitable Aid,:^rate %u ;;;He noticed -that in all other■'"parts of the world tlie poor rate was collected by a direct tax and he could noisee^vhy we should b"e an e#cep^)n in^isjlule, instead of- jiiying^iiclipite, oj.t ol the general rate^ He 'wotml support any resolution f<jr that rate, T)ut would ,not forego the prospect of tf -itlixat a. later date.
Cr. Thomson proposed that the proposed wheel tax be posponed for six months and that a Charitable Aid rate of one farthing1 in the pound be levied for the ensuing year, seconded by Or Shannon I.*' 1" .-'•i""*;
