LONDON, Feb. 15. • The Foreign Secretary, Mr. Bevin, told the Arab - delegation at the final meeting of the Palestine Conference that he had decided to refer the whole problem to the United Nations. A Colonial Office eommunique, in anroimcing this decision, said that the ii.nal meeting between Mr. Bavin, the Colonial Secretary, Mr. A. Creech-Jones, and the Arab d elevation lasted for one hour.

Mr. Bevin reviewed the British attempts to reach a solution and biiefly stated that Britain had decided to take the problem to the United Nations, because none of her proposals Rad proved acceptable as a basis for discussion. A Jerusalem message says that the General Federation of J ewish Labour, "Histadruth," has declared that martial law is already operating in Palestine, although it has not formally been imposed. The organisation has protested against the large-scale military measures adding: "Through the, evictions cf civilians, economic harm has been caused to many people who are completely innocerit of any sympathy with any terrorist organisation." The Federation has also issued a warning to the terrorists that it will fight attacks made on any of its siq)porters. Such attacks will be treated as attacks cii the whole organisation. This decision follows the kidnapping of two members'of the left wing Hashomer Hatzair Organisation, by terrorists on Febluary 12. The Haganah has adniitted responsibilitv for the ^plosions in Haifa 1 arbour cn February 12, when a Government vessel was sunk and another damaged. Haganah said that it was planned as a bloodless demonstration of protest against the deportations of immigrants. It is Haganah's first adniitted act of sabotage since the demolition c-f' the / llenby Bridge in June, 1046. Lieutenant-General Sir Evelyn Barker, Commander-in-Chief, Palestine, has confirmed the death sentences on the three Jews, Rosenbaum, Kashani and Alkoshi, who were found guiltv on February 10 of c-irrying arms on the, night of the Iridnapping and flogging of Major Bretf. Miv. Ilelen Friedmann. who- flew from the United States to try to save her hrother, Uov Gruner, the condemned terrorist, saw Gruner for three hours. She said aftorwards that she did not rocognise him at first as Gruner's lower jaw was shot away in the attack on the Ramatgan Pc-lice Station for which he was sentenced to death.
