GENERAL MARSHALL NOW A CIVILIAN
New Secretary of State May Choose Salary v W ASHIN GT ON, January 21. General George C. Marshall was unable to reach Washington to-day because of bad flying- weather. Arrangements "Kad been made for General Marshall to be sworn-in as Secretary of State by the Chief Justice of the Supreme Court, Mr. Fred. M. Vinson, at the White House, today. The aeroplane carrying General Marshall from California landed at •Chicago this morning. When General Marshall is sworn-in as Secretary of State, he will be a civilian. After his appointment to succeed Mr. James F. Byrnes, he was retired from the Army, in which he was 'Chief of Staff during the crucial years of the war. Government officials emiphasise that General Marshall ,comes to his new job as a civilian. They say he 2an choose to be paid as a retired fivestar general or as Secretary of State,
but not as both. Mr. Byrnes, in his final official act as Secretary of State, signed the oeace treaties for Italy, Hungary, Rumania and Bulgaria. General Eisenhower, Unted States Chief of Staff, has expressed his conviction that strong oceupation forces in Germany, Japan and Horea are absolutely essential to world peace. He added that in his view the Ameri;an forces in those countries were iangerously small.
