LONDON, Jan. 22.' The Assoeiated Press Moscow correspondent says M. Alexandrov, head of the Communist Party prop^ganda administration, told a Moscow g'athering at" the commemoration of the anniversary of Lenin's death "Churchill and his friends in Britain and America are trying tc kindle a new war. Although this will not be easily accomplished strong vigilance should be exercised." Marshal Stalin and M. Molotov attended the meeting. Moscow radio alleged that the Anglo-American plan to establish a federation of German states was directly linked with plans for Russia's isolation. One commentator criticised the merger of the Anglo-American zones as Blocking the road to Cermany's political unification. Conference Open To Press Russia has assured the United States that foreign Press correspondents will be permitted to report "with completc freedom" the forthcoming Foreign Ministers' conference in Moscow, states a Washington message. The United States Ambassador in Moscow, Mr. Bedell Smith, advised the State Dopartment that M. Vyshins'ky told him journalists would be free to report on "conference matters" which was interpreted to mean that they would not he permitted freely to diseuss other subjects such as internal conditions in Russia. Mr. Smith also said he believed limited broadcastirg facilities would bo provided. The Russian Government was not prepared to state the number of correspondents who will be permitted to enter Russia to cover the conference hecause this uepended on the strength of ihe official delegations. Mr. J. F. Byrnes in agreeing to the proposal that the conference should bc held in Moscow insisted that there should be no repetition of the Press lestrictions which applied when Mr.' Byrnes, Mr. Bevin and M. Molotdv rret in Moscow in December, 1945.
