The Goverrment has eharged that the company disregarded the regulations despite a warninr issued af er oue of its aireraft crashed on December 13. Colonel Jesus Villamor, head of the Government Aeronautics IJureau. reported that the Skymaster pilot, also Ihe chief mechanic and his assistant, did not hold valid licences. The radio operators also wero not licensed. Furthermore, the company failed to test the aireraft without passengers after changing an engine at Shanghai.
