Mr. Bevin May Guide Future | Policy in Germany j LONDON, Jan. 8. | In Germany, the lowest temperature recorded in the Ruhr district this winter has brought new food problems. The freezing of the canal network from the North Sea ports has cut down the transport "of grain to less than half .of what is needed. I In Hamburg, a food official said the freeze would have to continue another 20 days before the food supply was in danger. The United States Government is trying to ensure a non-stop fiow of grain to Ger-
many and this month 195,000 tons.Ox grain and 56,000 tons of flour are being sent through the British and American zones. Cabinet is considering a proposal that Mr. Bevin, Foreign Seeretary, should be responsible for British policy in Germany.* He would have an under-secretary who would live in Germany and to whom he could delegate the day-to-day administration of the Control Commission. Cabinet may in any event decide that a Cabinet Minister should rp- • place Mr. J. B. Hynd as the Minister responsible for the' British zone of Germany.
