TURKISH MINISTER TO SPAIN RECALLED

By not recalling its Minister officially, Turkey gives practical adherence to the United Nations' decision on ftpain without offending Franco's Government; with which it maintains good economc re^" lations. ' Turkey abstained when the United Nations voted on ,Spain.
