U.N.O. TO TAKE OVER FOOD & REFUGEE WORK
NEW YORK, Deeember 10. The General Assexxibly rejected the proposal for an emex'gency food fund to take over UNRRA operations in favour of a Canadian proposal that the United Nations' Technical Committee assess t'he needs of countries with food deficiencies and that alloeation of available supplies should be left to the individual food exporting countries. A draft constitution was approved and an interim coiximissioxi created to handle refugee problems between the time UNRRA closes dowxx a.nd the International Refugee Organisation can take ovexa . The Assembly also approved its Legal Coixxmittee's declaration that the ex'ime of genocide — extermination of racial groupsr— is a violation of international law fox* which even private iixdividuals may be punisbed, and the x*ecoinnxendation that an international convention be drawn xxp against the erime.
