Speaking pt a dinner here to-night Mr. Roosevelt proclaimed that the policy of the United States henceforth will be one unalterably opposed to arnied intervention in dealing with her neighbours. The President stressed the following three points in his programme for international peace: The elimination of offensive weapons. A declaration by each nation against invasion. The signing of a solemn international treqity by all nations to abide by these rules of fair play.
