DRASTIC STEPS TAKiEN BY COMfMISSION IN SAAR. PENALTIES FOR THRiEATS.
| Paris, November 4. J Drastic mea&'Ures against Nazi terI rorism have at la£t been taken by the Commission which' ?ules the Saar territory for the LeagUe 9f Nations. They are directed mainly: i Against attempts to permeate the ' offieialdom of the Saar with Hitlerite influences, and against intimidation ' of the population by threats of ven- ' geance if the territory is restored to Germany. i All officials will be required, under severe penalties, to be strictly neutral ' in political quarters and to observe the prescriptions of official secrecy. Persons using menaces of violence in connection with the plebiscite of 1935, which will decide whether or not the Saar is to he re-incorporated in Ger- ; many, will be liable to imprisonment up to six months. No Links with Germany. J Functionaries of a foreign State — that is to cay, of Germany — (are forbidden to accept the office of president or manager of any of the political associations of the Saar. These organisations are also forbidden to have permanent connections with' corresponding bodies outside the territory. The maximum penalty for carrying firearms wiith'out a license is raised to a year's imprisonment. Street collections and similar appeals for money and the beflagging of streets ■and public buildings are subject to Government sanction. These measures, which are announced by telegram from Saarbruck, are embodied in six ordinances. They will he submitted to the Elected Council of the Saar, but will, apparently, be put into force immediately, whatever may be the attitude of that body ' .towards them. Protection for Workmen. In reply to the formation in the Saar of a trade union federation "synchronised" as the Nazi "Labour Front," an opposition combination has now been established in the territory. At its constituents' meeting resolutions were passed protesting against Hitlerite terrorism, and demanding protection by the governing 'Commission for workmen victimised by employers with Nazi sympathies. iSome irritation has been caused here by the elevation of the "Pforzheimer Anzeiger" to the rank of the official gazette of Herr Hitler's Governor for Baden. A few days ago this paper declared that the French should not he regarded or treated as human beings.
