New Plymouth, Thursday. Cabled advice was receive^ to-day by Rotarian T. C. List, Governor of Rotary in New Zealand, that the Ihter national President, Rotarian John Nelson, of Montreal, had appointed Rotarian Fong Foo Sec, M.A., •Llb, Ph.D., of Shanghai, a director - of Rotary International to specially represent Rotary International "at the annual conf erence of the Rotary clubs of the Dominions to be held in New Plymouth on February 27 and 28 a'nd March L * . i ' :}■'* Dr. Fong Sec has been described as one of the greatest living Chinese. Ho is a deep thinker, an authority' bii international relations and pne-of the most eloquent and earnest s'peakefs that modern China has produced.
