Ree. Dec. 1(5, 5 p.m. Washington, Dec. 15. France fonnally defaulted on her ar debt payment. Ambassador la oulaye and the Acting-Secretary of ;ate, Mr. Phillips, exchanged notes. he French Ambassador commented lat the position was unchanged since le Chamber of Deputies refused to mction payment. He reiterated the rench contention tliat the Lausanne p'eement and the Iloover moratorim niade the rearrangement of war ebts necessary and added: "The rench Government never contenilated unilateral violation of underikings freely entered into." He xpressed a hope that their differnces would subseiuently be adjustd. Mr. Phillips. in his reply, merely oted the receipt of the French conilunication without comment.
