Kelly, expressing resentment, Iid that aithough the majority of Ie 13 board members had agreed to lose the controversy the Victorian jembers oh.iected to the board's Iply being sent before the wliole of Ie replies weri* received. Mr. Kelly fcded : "I deeyly regret that the fcard elimhed down despite the fact |at it had an unanswerable case."
